Plus given the state of GTA Online with its hacker/cheater/modder problem, there are also plenty of people that would do it in order to get modding shut down completely, because they think all modding is equally evil. 5 minutes of glory > the integrity of the modding community to some people. That was evident by the fact that when Take-Two and Rockstar issued the guidelines about the use of their IP, people continued to upload content that ignored that guideline. You have to remember, there are plenty of people who don't give a damn about the modding community and if they could get something that would let them cheat online by their own hands, they would take it. Even if he didn't push out the build, that build wouldn't have happened without the code being open source. Alexander Blade is part of the OpenIV team and if he was seen to be making available a way for people to cheat online, then it would give Take-Two and Rockstar all the ammunation to finish what they started years ago when they tried to shut OpenIV down. If it went OpenSource, I can guarantee 100% that within an hour of the code being available, there would be a build without that restriction.
